1. Shanghai Regulations for Development of an International Financial Center

The State Council passed Opinions on Promoting the Development of Shanghai’s Modern Services Industries and Advanced Manufacturing Industries and Establishing an International Financial Center and Transport Hub (the Opinions) on April 14, 2009. On June 25, 2009, the second session of the 13th Shanghai People’s Congress passed the Shanghai Regulations for Development of an International Financial Center (the Regulations).

2. Supporting Regulations

The development of financial markets and an international financial center requires a large number of detailed operational-level regulations. The Shanghai Municipal Government, its various agencies, and district (county) level governments have drafted and enacted a series of supporting regulations and policy measures to meet this need.
